Early warning and monitoring mechanism
The Beijing Municipal Bureau of Culture and Tourism has released early warning information on extreme weather, geological disasters, ETC. through multiple channels, requiring scenic spots to take preventive measures according to the warning levels. For instance, in response to strong winds, scenic spots need to issue equipment shutdown notices in advance, suspend outdoor high-altitude operations, and inspect potential safety hazards such as high-rise building facilities and temporary structures. During the flood season, scenic spots need to keep a close eye on areas at risk of geological disasters, promptly evacuate tourists and prevent them from going to dangerous areas.
Emergency response and handling
Beijing has established a two-level emergency command system for tourism incidents at the municipal and district levels, clearly defining the responsibilities of institutions at all levels. After an emergency occurs, the scenic area must immediately activate the emergency response, organize the evacuation of personnel, guide rescue efforts, and prevent the expansion of the harm. At the same time, report to the relevant departments in accordance with the prescribed procedures to ensure smooth information flow. For instance, after a tourism emergency occurs, tourism enterprises and institutions are required to report to the local district or county tourism bureau within one hour. Upon receiving the report, the district or county tourism bureau should promptly report to the municipal tourism bureau.
On-site command and coordination
At the scene of an emergency, a temporary emergency command center is established to uniformly direct and coordinate the handling work. The command post is responsible for organizing rescue, treatment and assistance to minimize the harm to the greatest extent. For example, in response to the incident of tourists being stranded, the command center needs to coordinate with departments such as transportation and public security to do a good job in the evacuation, accommodation and persuasion of tourists to return.
Resource guarantee and support
Beijing has strengthened the construction of the emergency support system, including communication and information support, financial support, emergency team support, and emergency venue support, ETC.
